The National Weather Service in Sterling Virginia has issued a

* Flash Flood Warning for...
  The District of Columbia...
  Arlington County in northern Virginia...
  East central Fairfax County in northern Virginia...
  The City of Alexandria in northern Virginia...

* Until 1115 AM EDT.

* At 919 AM EDT, emergency management reported heavy rain across the 
  warned area. Up to three inches of rain have already fallen and 
  heavy rain continues. Flash flooding is already occurring.

  THIS IS A FLASH FLOOD EMERGENCY FOR WASHINGTON DC... ALEXANDRIA... 
ARLINGTON... AND EASTERN PORTIONS OF FAIRFAX COUNTY. This is a 
PARTICULARLY DANGEROUS SITUATION WITH SIGNIFICANT FLASH FLOODING 
OCCURRING AND LIKELY TO EXPAND IN AREA OVER THE NEXT COUPLE HOURS.

life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

A Flash Flood Warning means that flooding is imminent or occurring.

At 1005 AM EDT, widespread dangerous flash flooding was occurring 
throughout the DC metro area, including in downtown Washington DC. 
Three to four inches of rain have fallen in the Flash Flood 
Emergency area in a very short period of time. THIS IS AN EXTREMELY 
DANGEROUS SITUATION. IF YOU ARE NEAR A STREAM, YOU MUST MOVE TO 
HIGHER GROUND NOW! IF YOU ARE IN AN AREA WHERE THERE IS FLOWING 
WATER OR HIGH STANDING WATER, DO NOT DRIVE THROUGH THE WATER. 
IMMEDIATE ACTION IS REQUIRED TO SAVE YOUR LIFE!
