...FLASH FLOOD EMERGENCY FOR MITCHELL...

The National Weather Service in Sioux Falls has issued a

* Flash Flood Warning for...
  Central Davison County in southeastern South Dakota...

* Until 630 AM CDT.

* At 234 AM CDT, Doppler radar indicated heavy rain across the warned
  area. Flash flooding is already occurring.

  THIS IS A FLASH FLOOD EMERGENCY FOR MITCHELL. This is a 
  PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

* Some locations that will experience flooding include...
  Mitchell and Mount Vernon. 

Reports of 4 to 7 inches of rain have been received from 
the Mitchell area. Significant flooding of roads with 
water up to the hood of cars is occurring. Some buildings are 
also being flooded. No travel is advised in Mitchell and I-90 
is closed from Mount Vernon to Mitchell. Additional rainfall will be 
up to one inch.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now. This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

At 314 AM CDT, the public reported flash flooding occurring in 
Mitchell. Several businesses and homes are flooded in Mitchell and 
some cars are reported submerged by over 2 ft of water. 
Flash flooding is already occurring.  Rainfall is expected to end by 
4 AM CDT but flooding is expected to continue as water will be slow 
to recede.
