  Carter County in southeastern Missouri...

* Until 1245 AM CDT

* At 648 PM CDT, emergency management reported heavy rain across the
  warned area. Flash flooding is starting to occur. Flooding of creeks
  in the Fremont area has been reported, with residents being moved 
  out of their residences as well.

* Some locations that will experience flooding include...
  Van Buren, Ellsinore, Hunter, Fremont and Freemont. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now. Act quickly to protect your life.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

TO FREMONT...

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 1245 AM CDT FOR
CARTER COUNTY...

At 813 PM CDT, emergency management reported widespread flash 
flooding across the county. County officials are tasked by numerous 
water rescues, especially from around Van Buren to Fremont. Water 
has been reported in areas not seen before, especially low lying 
areas.

This is a FLASH FLOOD EMERGENCY for areas from Van Buren to Fremont. 
This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

Another 1 to 2 inches of rain will be possible through late evening 
especially south of Van Buren toward the Ripley county line.

Some locations that will experience flooding include...
Van Buren, Ellsinore, Hunter, Fremont and Freemont. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now. This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.
