The average is computed over the period of record dataset. It is interesting to see April and May topping the percentages for Des Moines. Rewording, over the past 20 years the months of April and May have had the fewest number of instances with a precipitation total below 80% of average. The total for this April was well below average and May is not off to much better a start.
