The National Weather Service in Upton has issued a Heavy Freezing

Spray Warning, which is in effect until 1 PM EST this afternoon.



* WINDS AND SEAS...West winds 10 to 20 kt with gusts up to 30 

  kt. Seas 1 to 3 feet.



* Freezing Spray...Areas of heavy freezing spray are expected

  today, followed by moderate freezing spray tonight.



* Water Levels...1.5 to 2 feet below mean lower low water during 

  times of low tides today and tonight.



* Impacts...Low water conditions during low tide may lead to 

  navigation difficulty and may require extra slack and mooring.



PRECAUTIONARY/PREPAREDNESS ACTIONS...



A Small Craft Advisory means that sustained wind speeds or

frequent gusts of 25 to 33 kt and/or seas of 5 ft or higher are

expected or occurring...and hazardous to small craft.

Inexperienced mariners...especially those operating smaller

vessels...should avoid navigating in these conditions.



A Low Water Advisory means water levels are expected to be

significantly below average. Mariners should use extreme caution

and transit at the slowest safe navigable speed to minimize

impact.



A Heavy Freezing Spray Warning means heavy freezing spray is

expected to rapidly accumulate on vessels. These conditions can

be extremely hazardous to navigation. It is recommended that

mariners not trained to operate in these conditions or vessels

not properly equipped to do so...remain in port or avoid the

waring area.
