The National Weather Service in Sterling Virginia has issued a

* Flash Flood Warning for...
  Central Loudoun County in northern Virginia...

* Until 215 AM EDT.

* At 1009 PM EDT, emergency management reported flash flooding with
  numerous roads closed and ongoing water rescues near and north of
  Leesburg. Area streams and creeks are rising very rapidly. Up to
  four inches of rain have already fallen. Rain of one to three
  inches is expected in the next hour. Flash flooding is already
  occurring.

  THIS IS A FLASH FLOOD EMERGENCY FOR AREAS NEAR AND NORTH OF
LEESBURG. This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER
GROUND NOW! AVOID ALL Unnecessary TRAVEL!

  HAZARD...Life threatening flash flooding is imminent.

  IMPACT...This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER
           GROUND NOW! Life threatening flash flooding of low water
           crossings, small creeks and streams, urban areas,
           highways, streets and underpasses.
